According to the explanation released by the National Petroleum Products Distribution Company and also the emphasis of the government spokesperson , the fuel card belongs to the “vehicle” and not to the “previous owner”. In other words, the card is identified based on the VIN (Vehicle Identification Number). Therefore, if the seller presents the card when delivering the vehicle, the new owner can use the same card without having to issue a new one.
But the story is not the same for all cars.
According to the new resolution, some vehicle groups will be completely removed from the cycle of receiving the 1,500/3,000 Tomans quota from mid-December onwards, including:
Zero and new number plates
Imported cars
Government vehicles
Vehicles located in free and special zones
And some other groups that are on the official quota elimination list
As a result, if the car being sold falls into these categories, even with an active fuel card, no subsidy quota will be charged for it, and the new owner must purchase gasoline at the liberal rate (third rate).
Status of public and private vehicles with a quota history
For private or public vehicles that were in the quota cycle before the implementation of the resolution, if the transfer of the document is completed and the seller presents a valid fuel card, the vehicle’s quota will remain in effect and the new owner will use the same quota.
However, for vehicles that are subject to quota removal according to the new regulations or are added to this group after new license plates are issued, the situation is different, and special attention should be paid to this issue when making a transaction.
